While preparing for a competitive exam in my native country I happened to watch a video on climate change and in that video, they discussed what was the Montreal Protocol and why eventually every country signed it. So the narrator said that all countries signed it because: it was Personal i.e. that if the ozone layer kept on depleting every person would be at a greater risk of getting skin cancer. Secondly, it was Perceptible i.e. you could see in real-time through satellite imaging the continuous deterioration of the ozone layer over the years and lastly the solution or the replacement of CFC products which were majorly responsible for this deterioration of the ozone layer were easily available.
